Meet Del
Delwin "Del" Lampkin is a resident of La Habra and is married, both of them serving communities as Deputy Sheriffs promoting a household of passion for service to others. Both love to travel the world to experience different cultures and are also avid practitioners of Jiu-Jitsu and other mixed martial arts. Currently, Del is a Brown-belt in Jiu-Jitsu and has competed in several competitions commonly medaling in his divisions.
Del is an exceptional professional who brings to the City of La Habra a wealth of knowledge and experience in the field of law enforcement and city government professional development. With an impressive career spanning 23 years at the LA County Sheriff's Department (LASD) with several recognitions and awards, Lampkin's proactive approach to policing and professional development is a testament to his commitment to continuous growth and his unwavering dedication to public service.

It is for this reason, Del founded his own consulting firm Harbinger Horizon LLC in 2016 with a focus on enhancing the professional standards of professionals in businesses and organizations. Under his leadership and direct involvement, the firm provides consulting and professional development opportunities to over 100 city governments and special districts throughout California in the topics of workplace harassment prevention, workplace violence awareness, team building, strategic communication, cultural diversity, and stress management. Del has helped raise the value of thousands of city government employees providing cognitive educational opportunities and resources that improve the cohesiveness of their work environment.

He holds a Master of Arts Degree in Organizational Leadership, an college accredited certification in Human Resources, a Bachelor of Arts Degree in Organizational Leadership with a minor in Business, and an Associates in Arts Degree in Administration of Justice.
