Buena Park man deters porch pirates with decoy packages

In December of 2019, there was an increase in "porch pirate" package thefts in Delwin's neighborhood causing a loss of hundreds of dollars of purchases made by him and dozens of his mostly elderly neighbors in his community. Delwin took innovative steps to detour thefts from his neighborhood. Installing decoy boxes deep within his private property, criminals were captured on film striking out on their ill-gotten gains. The videos assisted law enforcement in identifying thieves who were also later identified as criminals of several other crimes in the Orange County area.

Witnesses Describe Stabbings After Police Nab Suspect In Metro Bus Attacks

After committing several stabbings on the Los Angeles transit system over several months, Del successfully searched for and apprehended a suspect following 2 additional stabbings on the same day. Delwin conducted searches over several hours between Pasadena and East Los Angeles using strategic search method couple with crime trend knowledge before finally spotting the suspect walking toward a bus stop near a gas station. Using safe tactics and command presence, Del apprehended the suspect ending his reign of terror on public transportation passengers and operators. This is just one of many examples of Delwin's persistence in restoring safety to communities and confidence in law enforcement.

Delwin Lampkin demonstrates going above an beyond for victims of violent crimes as published in the Factual and Procedural Background segment of this second appellate district court hearing. The factual background of this case highlights Dels thorough documentation of a violent robbery, his persistence of locating the suspect, his patience in restraining a person who continued to engage in violent behavior, and his pioneering use of smartphone technology to track down the suspect who was later believed to have committed several additional violent robberies to affect an arrest.
Williams v. California Class Action Lawsuit
May 2000
At the age of 15, Delwin joined approximately 100 grade school students in a landmark Class-Action lawsuit against the State of California and the State of California Board of Education. The court case spanned over a 4 year period with Del spending numerous weekends in law firms being deposed by attorneys representing the state as he shared his account of how he and other students suffered from poor educational opportunities, resources, and facilities in the Los Angeles Unified School District. Much of this case was prolonged due to several school administrators denying the existence of poor school conditions one would describe as third world country experiences.
The law suit contributed to the calls for a California gubernatorial recall and ousting of Governor Gray Davis in 2003. Shortly after the appointment of a new governor, the case was settled resulting in the state allocating $138 million in additional funding for instructional material, $50 million for oversight implementation, and another $800 million for critical facility repairs.
